It comes from Cicero's De finibus bonorum et malorum, written in 45 BC, with words cut short and scrambled. Made popular by dry-transfer lettering sheets in the 1960s and later by desktop publishing software, it fills a layout with text-like content without the meaning pulling attention away from the design.

Yes. The title goes in an <h1>, subtitles in <h2> tags, paragraphs in <p> tags and the list in a <ul> with <li> items. The tags carry no classes or inline styles, so your own stylesheet applies directly. The Markdown output uses # and ## for headings and dashes for the list.
